while it fits the letter of the setting, i don't think this is the intended spirit of what it's supposed to do
also avatar previews are broken (maybe just for webps?) but i digress

Bumping this, it's an important accessibility issue.
It also specifically only works for avatars whose filename ends in .gif -- uploading a gif file that's been renamed to .webp will continue to animate regardless of the setting.
