I really want people to know if I've answered their question, and I really want to know when someone has answered my question. Especially if several days have passed between ask and answer, or between answer and the asker logging in, it would be almost impossible to know without a notification.
I'm shocked I haven't heard other people complaining about this, so maybe it's supposed to and something's just wrong on my account? But if it's not just me it seems like it makes the feature almost worse than useless, as you can so easily get people feeling sad that their question was never answered when it was...
