Option for Flagging Bad Canonical Tag Capitalizations

Since tags preserve the capitalization of the first person who used them, we're currently stuck with that capitalization even if it is obviously wrong and may interfere with someone's ability to correctly read them (e.g., #DEMocRATS #hoMEOWner). It would be nice if there was a built-in way to flag those tags for review by staff (and, I suppose, a way on staff's side to prevent future reports if that tag has already been reviewed).
