Logged-out anonymous asks don't work

They don't appear in the inbox, so it's impossible to read or answer them or even know you recieved them in the first place. They used to generate notifications, but that appears to have been "fixed."

This does seem to have been corrected with today's hotfix, I just had 6 anonymous asks show up in my box.
