Muffled tags are not in fact matched case insensitively

just tried muting the "#hmtgf" tag and making a test post tagged with "#HMTGF" but it still shows up unmuffled (of course this isn't *that big* of a problem because tags can only ever be capitalized in one way, but it makes it easier to think you've muffled a tag when you haven't)
