Float pinned tags to the top of tag suggestions when composing a Post

Hello friends! I was thinking it'd be neat if my pinned tags that I frequently use floated to the top of suggestions when making a new post so that it'd be easier to keep tagging things without having to type the mostly full tag every time. Thaaaaanks <3
