While there's a View Temporally button for posts and timelines of muted users (albeit the latter is bugged), there isn't such an option for comments.
Is this intended or not?

Sounds like it's working as intended. Maybe manually unmute the account if you really wish to read the comments. You can always re mute the account afterwards. It's not like there's a maximum limit to muting accounts.
