upgrade noai / noimageai from only meta tags to response headers on images as well

not that it is reasonably expected bad actors will actually follow the directives noai and noimageai, cohost has still taken the correct step of adding these as a meta tag on every page
img2dataset only recently (today, 2022-12-19) actually starting supported this by default, but the implementation relies entirely on the X-Robots-Tag HTTP Response Header, and so images from cohost are not effectively opted out from this tool's poor implementation
it would be nice to see the headers added, to cover all bases
